U.S. Chamber of Commerce

(This event is complimentary)

Political debate in the United States is filled with calls to take action to enhance national competitiveness. But there is rarely much specificity about what “competitiveness” means. Instead, there is just a sense that if America doesn’t embrace smart policies, we will fall behind other nations. What does it mean for an American business to be “competitive?” What is the ideal environment for businesses to function most competitively? What policies will best create a pro-competitiveness climate?

The American Enterprise Institute (AEI), American Free Enterprise. Dream Big. and NCF are joining together in an effort to better define what competitiveness is and how it might be fostered. In an event to be held March 30, Glenn Hubbard of the Columbia Business School and Kevin Hassett of the American Enterprise Institute will convene a discussion with representatives from government, academia and the business community to better understand what competitiveness is and what might bolster the nation’s competitiveness today and in the future.

Rebuilding America with an Infrastructure Bank

An Event Series Sponsored by Let’s Rebuild America
and the National Chamber Foundation (NCF)

Registration Rates:
U.S. Chamber Members, Embassy Employees, Non-Profit Employees, & Political Appointees and Schedule C Employees – $24
Non-U.S. Chamber Members – $44
(Register for any event in the series and get half off another event in the series.)

Developing and improving America’s infrastructure systems will be a central issue for businesses and policy-makers alike in 2010. Although the need to maintain, modernize and expand our transportation, energy, and water systems is evident, key questions remain: how will we amass the public and private resources for these efforts? Recently, Senators and Congressmen have proposed infrastructure banks and President Obama’s proposed 2011 budget includes $4 billion to create a national “infrastructure bank” to provide a source of funding for infrastructure. Think tanks and commissions have suggested developing such a concept. The idea isn’t new, though. As far back as 1983, the U.S. Chamber adopted policy supporting the creation of this kind of financing organization.

Key questions remain unanswered about this approach. Is a government-sponsored bank the best option to fill the gaps in the infrastructure “capital stack” and if so, what will it look like and how would it operate to most successfully address our infrastructure needs? What should the role of the private sector be with the bank? What lessons can be learned from banks in other countries or at a state level in the U.S.? Should one bank be used to meet the specific needs across energy, water systems, and transportation or are multiple organizations a better approach? What proposals are already floating around Washington and do they contain the elements necessary to be successful in expanding available resources for infrastructure?

Let’s Rebuild America, in partnership with NCF, will host a five-part event series examining these key questions beginning with a high-level discussion on the fundamentals of a bank.

Thursday, April 1, 2010
Can We, Should We Create A U.S. Infrastructure Bank?
Registration and breakfast: 8:30 a.m. – 9:00 a.m. | Program: 9:00 a.m. – 11:00 a.m.

Confirmed Speakers:

Bryan Grote, Co-Founder, Mercator Advisors LLC

Michael Lind, Policy Director, Economic Growth Program, New America Foundation

Robert Poole, Searle Freedom Trust Transportation Fellow and Director of Transportation Policy, Reason Foundation

Speakers will discuss the key arguments for and against a national infrastructure bank, and consider the important financial and policy questions related to developing a bank. Other than an ongoing need for resources to improve our infrastructure, what currently unfulfilled needs could an infrastructure bank uniquely meet? What kinds of financing tools should a bank have at its disposal? How should it meet the financial needs it is designed to address? What could we really expect from an infrastructure bank, and what requirements might it not be capable of meeting?

The Campaign for Free Enterprise

“What undergirds our philosophy as a people are freedom, opportunity, and enterprise which when properly executed leads to jobs, jobs, and jobs.”

–Arthur Brooks, President, American Enterprise Institute

America’s economic stability remains uncertain as we enter the new year. The creation of jobs is vital to our nation’s solidity and growth. NCF is embarking on a partnership with the U.S. Chamber’s American Free Enterprise. Dream Big. campaign charged with spurring the creation of 20 million jobs over the next ten years. By engaging thought leaders, educational institutions, youth audiences, state and local elected officials, and the private sector, NCF is educating and initiating discussions concerning the core principles and importance of America’s free enterprise system. NCF’s Free Enterprise Campaign is focused around three initiatives: Think. Free Enterprise., State of Action., and Dream Big. Achieve Big., which seek to explore and create awareness around the economic and historical foundation of the American free enterprise system.

Think. Free Enterprise.

In partnership with the American Enterprise Institute (AEI), Think. Free Enterprise. seeks to research and develop awareness regarding free enterprise’s positive effect on the economy and job sustainability. NCF is bringing together key experts to help answer the pressing questions that face America: How is the U.S. going to create new jobs? ; Where are these jobs going to be? ; and How will a free enterprise- friendly environment foster job growth?

In addition to events, the partnership will produce several white papers that examine free enterprise and provide innovative recommendations on generating jobs in America. NCF and AEI will also conduct original research on three major topics affecting domestic growth: the debt effect, impact of regulatory policy, and measuring U.S. competiveness.

State of Action

The Governors and Mayors initiative is commissioned with reaching out to local and state officials throughout the country to focus on what needs to be done to stabilize the fluctuating job market. Through free enterprise, states and cities have the opportunity to revive local economies and create jobs using research and education. State of Action will examine the strengths and weaknesses of local and state governments’ efforts to promote a free enterprise-friendly environment.

Dream Big. Achieve.

Connecting with America’s youth is essential to the Free Enterprise. Dream Big. campaign. Working hand-in-hand with national youth outreach programs NCF will engage future industry leaders and a new generation of entrepreneurs by discussing the value of America’s free enterprise system. Through interactive educational sessions and competitions Dream Big. Achieve. seeks to create an environment where students can understand and explore the notion of entrepreneurship – the basic foundation of America’s success.

From Evidence to Practice

Thursday, December 3, 2009

As health care dominates headlines, government officials, and employers are under pressure to solve this important issue. The most obvious solution to achieve significant savings is to help keep employees healthy. Through workplace wellness programs that promote behaviors such as weight loss and smoking cessation and instituting vaccination and drug intervention programs, costly treatments can be avoided. This event focused on what the business community can do to promote a healthy and more productive workforce.

Recent conflicting headlines convey a new confidence in the housing market coming from the government and at the same time a disappointed reaction from investors. News of home prices stabilizing and an increase in sales for first time buyers have convinced many people that this area of the economy is on the road to recovery. Others are concerned that the recovery is temporary and may lead to complacency.

The government has taken unprecedented steps to reenergize the housing market. Many incentives were introduced to keep people in their homes as well as to encourage others to purchase homes. Mortgage rates have hit all time lows and tax credits were made available for first time home buyers. These actions were successful in stimulating the housing market, however many are concerned that there will be a regression when this intervention ends.

This forum offers an opportunity for many of the experts from the government and the private sector to present their expectations for the housing market when the interventions end and what they believe are the necessary steps to keep it from returning to a catastrophic state.
